document. They were both handled by David
Rumens and, to an extent, merged into one.
The following is a much abbreviated
summary of the long discussion which
ensued.
David reported that the most recent Milton
Keynes Sustainable Transport and Road
Safety forum (STARS) meeting had said that
no progress on the Olney bypass would be
made until after 2016 and, even then, that
progress didn't appear likely. He wanted
OTC to develop a policy on transport, aimed
at reducing the traffic through the town. He
noted that the Core strategy document
talked of `reducing urban congestion while
up-rating key traffic routes such as the A421
and A509', taking this to mean that traffic
through Olney would increase unless OTC
had a policy to push back against MKC.
Debbie Brock responded that the Core
strategy is a big, strategic, `broad brush'
document and it was hard to take too much
detail from it. She said that OTC could only
work with the information `on the ground',
else risk inflaming a situation not relevant to it.
Debbie stated that David Rumens, in his
position as OTC's representative on STARS,
was `looking for a mandate from us [OTC] to
bang a drum in forums where we don't
know what you're doing', and that was `not
quite right'.
Various Councillors including Michael
Hughes and Dave Price felt there was no
point in OTC developing a transport policy,
as it did not have the power to carry it
through.
Confidential items
Following on from the issues concerning
confidential items reported on in the last two
months, the Council has accepted an offer
from the Bucks Association of Local
Councils (BALC) for a talk on procedures
concerning confidential items. This will
happen immediately before the next full OTC
meeting.
Road closures
As a result of
applying for the road
closure for this year's
Pancake Race, Tony
Evans reported that
he'd had to attend a
meeting with the
Milton Keynes Safety
Forum. Attendees
included
representatives from
the Police, Highways,
MKC and more. In
summary, as from
next year, the Police
will no longer police road closures.
According to Steve Clark, this has happened
in other parts of the country and has left
Tony, along with people involved with other
small groups elsewhere, wondering how to
handle their closures and, likely, how to find
the money to pay for them.
The next meeting will be held at 7.30pm on
Monday 1st March in the Council Chamber
in the Olney Centre. Members of the public
are always welcome to attend and, if they
wish, speak at the start of the meeting, or
at any point that the mayor decides is
appropriate.
